‘의약품 부작용 카드’로 피해 예방하세요 !
- 피해구제 보상 받은 환자 대상 의약품 사용 주의정보 제공 - □ 한국의약품안전관리원(원장 한순영)은 의약품 부작용 피해 재발 방지를 위해 부작용 발생이 우려되는 의약품 성분 등이 기재된 ‘의약품 부작용 카드’를 제공한다고 밝혔다.
○ ‘의약품 부작용 카드’는 ’16년부터 의약품 부작용 피해구제 제도를 통해 장애일시보상금 및 진료비 보상을 받은 환자를 대상으로 발급하며 ▲ 의심 의약품(성분)명 ▲ 의심 부작용명 ▲ 부작용 발생일 등을 담고 있다.
○ 카드를 받은 환자는 병·의원이나 약국을 방문할 때 해당 카드로 의사와 약사에게 부작용 발생 이력을 알려 동일 또는 유사계열 의약품 사용으로 인한 부작용 피해를 예방할 수 있다.
□ 의약품 부작용 피해구제 제도는 정상적인 의약품 사용에도 불구하고 예기치 않게 사망, 장애, 입원 치료 등 중대한 피해를 입은 환자 및 유족에게 사망일시보상금·장례비, 장애일시보상금 및 진료비를 보상하는 제도이며, 피해보상을 위한 재원은 의약품 제조·수입사가 납부하는 부담금으로 마련된다.
○ 제도 시행(’14.12.19.) 이후 지난 5년간 피해구제 신청은 총 535건이며, 그 중 340건에 대해 보상금이 지급되었다. 또한 ’19년 6월에는 진료비 보상 범위를 비급여 비용까지 확대하는 등 지속적인 제도 개선을 통해 사회안전망으로 자리매김 하고 있다.
□ 의약품안전관리원은 앞으로도 의약품 부작용 피해를 입은 환자에게 의약품 주의 정보를 제공하여 실질적인 도움을 주고, 안전한 의약품 사용을 위한 환경을 조성하는데 기여하겠다고 밝혔다.

KIDS Launches ‘ADR Card’ to Patients Who Experienced Adverse Drug Reactions
- Providing cautionary drug information to patients who have previously received compensation -
The Korea Institute of Drug Safety & Risk Management (hereafter KIDS, President Soonyoung Han) announced the launch of ‘ADR Card’ that includes information on drug ingredients that may cause side effects. The card is to prevent the recurrence of adverse drug reactions (ADR).
Under the Korea Adverse Drug Reaction Relief Program, the ‘ADR Card’ will be issued to patients who received lump-sum benefits for disability or compensation on medical expenses. The card will carry important information, including names of the suspected drugs, suspected side effects, and the date of side effect occurrence.
Patients with the card can inform doctors and pharmacists of their history of side effects at hospitals, clinics, or pharmacies to prevent side effects caused by the same or similar medicines.
As side effects can occur despite standard use of medicines, the Korea Adverse Drug Reaction Relief Program compensates lump-sum benefits for the bereaved family, lump-sum benefits for disability, medical expenses, and funeral cost to patients and bereaved families who have suffered from an unexpected death, disability, and hospitalization. Financial resources for the Korea Adverse Drug Reaction Relief Program come from deductibles born by drug manufacturers and importers.
Since the implementation of the program, a total of 535 applications for damage compensation was reported over the past five years, of which 340 cases were compensated in about a total of 6.5 billion won. The scope of compensation of the program was expanded last year to include previously uncovered medical services and established itself as a reliable social safety net.
KIDS will continue to provide practical help to patients affected by adverse drug reactions through providing medical information and creating an environment for safer use of medicines.
